Every government is guided by policies which crafted into strategy plans from which annual budget are made and machinery of government is put in place to deliver services to the citizenry. An ideological approach of Progressive tends to favour more governments intervention in order to promote social and economic equality. But capitalist and conservatives tend to oppose government intervention in order to promote social and economic equality, arguing that free market system will reward individuals according to their talent and hard work. Leftist or progressive thinking underpin altruism, community and the collective will improve peoples life while the value that underpin the capitalist or conservative approach is individualism and competition. Progressive ideological government emphasis more on socio-economic rights. These rights are categorized into civil and political rights, social and cultural rights and right to environment and development. It should be noted that for progressives, insecurity is exacerbated by the nature and character of the state and the actions, policies and programs of the ruling class that decreasing the quality of life, increasing crime waves and generating animosities manifesting in ethno-religious conflicts, electoral violence and terrorism. Progressives are said to be peace advocates who struggle to help to create a culture of peace based on the universal values of respect for life, liberty, justice, solidarity, tolerance, human rights and equality between men and women.
